Rooman,
I don't worry too much about page rank. If you have a good web site you will claim the rankings quite naturally. Good content and a flow of traffic will eventually become more important to you than whether your are PR1 or PR2. |

Like everyone above said, focus on quality content and traffic will follow. But, if you want to increase PR - you'll need to get many links from sites that higher PR than your site.

Although not that effective anymore, but if you are determined to increase your website's PR, the only way could be like getting one way links that are Dofollow and from the websites having high PR.
The location of the links is also sometimes important, for example the footed links might not be as effective as the ones coming at the higher page spots.
