I hear some people's saying that IBL does not have any adverse effect. Others say that's not true. Which is true?

If you believe the invound link rate suggestions many make then yes.
i would say the "sandbox" for lack of a better term for the complicated penalty box triggered in so many ways.....is real.

If inbound linking patterns trigger it, which the patent suggests if I am reading it correctly, then yes you can damage an opponant.

sure it is i if you have nothing better to do like optimize your own site, get more keyphrases ranked, have time to enjoy life, etc...
